SENATE BILL NO. 39 BY SENATOR COGHILL, entitled:                                                                                
                                                                                                                                
          "An Act adopting the Municipal Property Assessed                                                                      
          Clean Energy Act; authorizing municipalities to                                                                       
          establish programs to impose assessments for energy                                                                   
          improvements in regions designated by                                                                                 
          municipalities; imposing fees; and providing for an
